Job Description
RCH Solutions is seeking an experienced Technical Project Manager (TPM) to lead and coordinate initiatives across software and cloud engineering teams supporting high-performance computing (HPC) and Google Cloud Platform (GCP) modernization.

This role is not a hands-on engineering position, but requires a strong technical understanding of cloud-based workflows, CI/CD pipelines, and infrastructure automation to effectively manage complex, cross-functional projects. The TPM will ensure alignment between engineering teams, platform stakeholders, and research scientists, driving timely delivery and operational excellence.

Specific Focuses and Responsibilities Include:
Project Management & Delivery

  • Lead planning, coordination, and execution of software and cloud engineering projects focused on HPC and GCP workflow modernization.
  • Develop and maintain detailed project plans, schedules, and resource allocations to ensure timely delivery of milestones.
  • Facilitate Agile ceremonies including sprint planning, backlog refinement, stand-ups, and retrospectives.
  • Track and communicate project progress, risks, and dependencies to key stakeholders and leadership.
  • Coordinate cross-team activities between engineering providers, the platform team, and scientific end users.
  • Manage change control, documentation, and stakeholder reporting throughout the project lifecycle.
  • Support sprint execution, issue resolution, and alignment across global time zones (UK and US East Coast).

Technical Coordination & Oversight

  • Oversee and align efforts related to:
    • Building and maintaining HPC and cloud-based workflows.
    • Migrating legacy HPC workflows to Google Cloud Platform (GCP).
    • Developing and optimizing CI/CD pipelines (GitHub Actions, Azure DevOps).
    • Implementing Infrastructure-as-Code (IaC) practices using Terraform.
  • Partner with the platform team to resolve gaps in permission management, data access, workflow execution, and automation.
  • Ensure that engineering teams adhere to best practices, including standardization, reproducibility, and maintainability across codebases.
  • Coordinate ad-hoc technical support for scientists requiring assistance with workflow integration or troubleshooting.

Essential Qualifications

  • Bachelor’s or Master’s degree in Computer Science, Engineering, Information Systems, or a related technical field.
  • Proven experience as a Technical Project Manager managing complex, multi-disciplinary engineering or cloud initiatives.
  • Strong understanding of cloud platforms (preferably GCP), HPC workflows, and DevOps methodologies.
  • Familiarity with CI/CD tools (e.g., GitHub Actions, Azure DevOps) and Infrastructure-as-Code principles (Terraform).
  • Excellent organizational, communication, and stakeholder management skills.
  • Demonstrated success working with distributed teams across multiple time zones.
  • Experience with Agile or Scrum project delivery frameworks.

Preferred Qualifications

  • Experience managing projects within pharmaceutical, biotech, or scientific research environments.
  • Technical literacy to understand engineering discussions, dependencies, and integration points.
  • Strong analytical and problem-solving skills with a focus on risk mitigation and delivery assurance.
  • Project management certification (PMP, PRINCE2, or Agile certification) a plus.
