Technician I: $17.96/hour

Technician II: $20.17/hour

Up to an additional $5.09/hour health & welfare, depending on benefit enrollment

Position Summary / Objective:

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and Fleet support services for the Navy’s ships, submarines, military watercraft, and unmanned vehicles. This position supports NSWCPD Code 316, which is responsible for the Planned Maintenance System (PMS)/Class Maintenance Plan (CMP), Reliability Centered Maintenance (RCM) and PMS Service Request (PSRs), review of New Construction PMS Contract Deliverables, and PMS update and development for in-service, modernization, new construction, and land-based engineering test site maintenance documents.

  • Review Engineering and technical documentation to determine compliance with engineering standards, technical accuracy, and adequacy in relation to functional, operational, and technical requirements.
  • Perform engineering analysis, reviews, studies and provide recommendations related to the development, interoperability, integration, operations, and use of Maintenance Standards during system, subsystem, and equipment maintenance.
  • Collaborate with the customer and various organizations, offering in-depth research and data analysis to improve engineering documentation and provide informed technical feedback.
  • Assist in reviewing, tracking, and analyzing Fleet feedback (e.g., Maintenance Index Pages (MIPs), Maintenance Requirement Cards (MRCs), LARS, TFBRs, and LARs) related to machinery systems.
  • Support engineering teams in updating PMS documentation based on in-service reliability and maintenance data.
  • Provide technical input for the development and modification of Integrated Logistics Support (ILS) products, including technical manuals, maintenance plans, and provisioning documentation.
  • Use Navy databases and tracking tools (e.g., CDMD-OA, SKED, OMMS-NG, TDMIS) to retrieve and validate logistics and maintenance data.
  • Participate in Failure Review Boards, Technical Feedback Reviews, and support the analysis of failure trends.
  • Draft reports and documentation related to PMS changes, logistics deficiencies, or process improvements.
  • Collaborate with engineers, logisticians, and program office staff to address shipboard maintenance and support issues.
  • Provide administrative functions for program efforts in special situations including, but not limited to meetings, and preparing/maintaining history files.

Required education and experience:

  • High School Diploma or Accredited GED equivalent.
  • Bachelor of Science (or higher) in Mechanical Engineering may be substituted for relevant experience requirement.
  • Required years of professional experience as an Engineering Technician:
    • Engineering Technician I - Entry Level
    • Engineering Technician II - 1 year

Preferred education and experience:

  • Bachelor of Science (or higher) in Mechanical Engineering.
  • Familiarity with Maintenance Standards and Hull, Mechanical, and Electrical (HM&E) systems is a plus.
  • Current or recent shipyard and maintenance availability experience and be familiar with availability work packages and tracking metrics.
  • Experience as a PQS Worker, Work Center Supervisor, or 3M Coordinator within the Navy’s maintenance system.
  • Familiarity with the Navy’s PMS and ILS concepts.
  • Familiarity with engineering documentation standards and quality assurance practices.
  • Experience with Ship Maintenance and Logistics databases (e.g., SKED, OMMS-NG, TDMIS, CDMD-OA).
  • Knowledge of Configuration Management (CM) and life-cycle support concepts.
  • Technical writing experience, particularly with maintenance or logistics documentation.
  • Adept at learning new systems and terminology.

Competencies:

  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

Active Secret clearance is required.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • Situational telework may be allowed for this position subject to customer requirements/expectations.

Travel:

  • Ability to travel CONUS; potential to travel OCONUS
  • Travel up to 10% may be required
