Job Title: Data Analyst – Program Evaluation & Strategic Initiatives

Reports To: Chief, Program Evaluation and Strategic Initiatives

Department: Quality and Compliance

Position Summary:

The Data Analyst – Strategic Initiatives and Evaluation plays a critical role in supporting SCES’s enterprise-wide efforts in strategic planning, program evaluation, performance measurement, and regulatory compliance. Reporting to the Chief of Program Evaluation and Strategic Initiatives, this position is responsible for collecting, analyzing, visualizing, and interpreting data to inform executive decision-making and measure the effectiveness and impact of SCES programs and strategic initiatives. The ideal candidate brings a strong foundation in data science, advanced analytics, and communication, with the ability to translate complex findings into actionable insights for diverse stakeholders, including the CEO, Board, and external regulatory bodies.


Job Responsibilities and Performance Standards:

Program Evaluation and Strategic Analysis

  • Support the design and implementation of evaluation frameworks and methodologies to assess program efficiency, effectiveness, equity, and impact.
  • Partner with senior leadership to define key performance indicators (KPIs) aligned with organizational goals and strategic priorities.
  • Conduct longitudinal and cross-sectional data analyses to track progress on strategic initiatives and produce regular performance dashboards and reports.
  • Translate data insights into strategic recommendations for executive leadership and governance teams.
  • Assist with environmental scanning and data modeling to anticipate trends, inform risk assessments, and identify emerging opportunities.

Data Management, Visualization, and Reporting

  • Develop, maintain, and optimize data dashboards using tools such as HAR, Explorer, Tableau, Power BI, or similar platforms to visualize KPIs and program outcomes.
  • Clean, validate, and manage large data sets, ensuring data accuracy, integrity, and consistency across systems.
  • Collaborate with IT and data governance teams to maintain data infrastructure and documentation that supports transparent and reproducible reporting.
  • Prepare data briefs, board materials, grant reports, and regulatory submissions with high attention to detail and data storytelling best practices.

Compliance and Accreditation Support

  • Support readiness for regulatory reviews and accreditation by producing evidence-based reports, tracking compliance indicators, and analyzing risk data.
  • Assist in preparing datasets and documentation required by accrediting bodies (e.g., NCQA, AGE), funders, and government agencies.
  • Monitor internal quality and incident reporting systems for patterns, anomalies, and compliance issues, and generate periodic trend reports for leadership.

Cross-Functional Collaboration and Capacity Building

  • Work collaboratively with internal departments (Finance, Program, IT, Quality) to align data collection and analysis with operational goals.
  • Support staff training and coaching on data literacy, performance metrics, and dashboard interpretation.
  • Contribute to the development of internal tools and guides to increase the organization's analytical capacity and foster a data-informed culture.

Qualifications:

  • Bachelor’s degree in data science, Public Policy, Public Health, Statistics, Computer Science, or a related field (Master’s preferred).
  • Minimum 3–5 years of experience in data analytics, evaluation, or applied research in nonprofit, government, or healthcare settings.
  • Proficiency in data visualization and analysis tools such as HAR, Tableau, Power BI, R, Python, Excel, and SQL.
  • Technical expertise regarding data models, database design development, data mining, and segmentation techniques.
  • Strong knowledge of and experience with reporting packages (Business Objects, etc.), databases (SQL etc.), and programming (XML, JavaScript, or ETL frameworks).
  • Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS, etc.).
  • Experience with performance measurement frameworks, outcomes evaluation, and regulatory reporting.
  • Strong written and verbal communication skills, with experience presenting findings to executive-level audiences.
  • Ability to manage multiple projects and prioritize deliverables in a fast-paced environment.
  • Familiarity with accreditation and compliance data requirements (e.g., NCQA, CMS, EOHHS) a plus.
  • Must meet both CORI/SORI and public health screening requirements.
