Benefits Administrator
Salary Range - $36.00 - $45.00 per hour
CCSNH has established employer status within the New England states (Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island). In compliance with CCSNH policies and state regulations, eligibility for employment within CCSNH and its institutions requires residency within a New England state.
General Summary: Reporting to the CCSNH Director of Human Resources, the Benefits Administrator is responsible for administering the CCSNH employer-sponsored and voluntary benefits programs, including medical, dental, life, LTD, retirement, employee assistance, wellness, and voluntary benefits and coordinating the FMLA program. Responsibilities include managing the online benefit enrollment system; overseeing vendor platform integrations and services; coordinating all aspects of the annual open enrollment process; supporting wellness initiatives, providing information and assisting employees; ensuring regulatory compliance and that all benefit programs are implemented effectively, accurately, and consistently.
Principal Duties and Responsibilities:
- Manages CCSNH’s employee benefits plans and programs including overseeing vendors, platform integrations, claims processing, and problem resolutions. Maintains proficiency in benefits administration platforms and serves as the liaison between CCSNH and external benefits vendors and broker. Monitors and reviews benefit invoices and oversees the reconciliation process.
- Responds to employee inquiries regarding benefits coverage, claims, eligibility, and policy provisions. Provides ongoing support to employees with benefits questions or issues and guides employees on processes and/or options for resolving problems.
- Manages all aspects of the employee benefit enrollment processes for new employee, qualifying events, and terminations, and directs the annual open enrollment. Processes and tracks enrollments, changes, and terminations in benefit plans, ensuring timely updates to payroll and benefits vendors and the prompt communication of benefit changes/updates.
- ???????Working with the Director, develops and implements new employee benefit orientations for CCSNH employees to be held on a monthly basis.
- ???????Serves as the FMLA Coordinator for all CCSNH employees with responsibility for reviewing FMLA requests, determining eligibility, preparing and disseminating approval/denial letters to employees, monitoring and tracking FMLA leave, and communicating FMLA status to college human resources. Ensures compliance with FMLA regulations.
- ???????Oversees the CCSNH EAP program working with the EAP vendor to promote programs and services.
- ???????Develops and distributes benefits-related communications, including summaries of benefits, FAQs, and plan updates ensuring accuracy and currency.
- ???????Coordinates wellness initiatives for System Office staff to promote employee health and well-being.
- ???????Prepares written notices to employees regarding the status of benefits upon separation from employment.
- ???????Prepares and analyzes reports relative to benefit enrollments and compliance and prepares periodic reports for management, as necessary or requested.
- ???????Complies with all Board of Trustees, CCSNH, and College policies and procedures and state and federal rules and regulations. Performs other related duties assigned.
Education: Bachelor’s degree in Human Resources Management, Business Administration, Education, Social Sciences or relevant field.
Experience: Six (6) years of experience in human resources, with a focus on benefit administration or general human resources administration. Human resources experience within higher education desired.
License/Certification: HR Certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) desired. Valid Driver’s License or access to statewide transportation.
Additional Desired Qualifications: Thorough knowledge of human resource information systems, software, and applications. Extensive knowledge of employee benefits administration. Ability to demonstrate discretion, exercise sound judgment, and maintain confidentiality. Ability to communicate effectively orally and in writing. Attention to detail, especially in the understanding, interpretation, and application of federal, state, CCNH, and college policies. Demonstrated ability to identify, resolve, and consult on various issues pertaining to employee benefits. Ability to work independently. Proficient in the use of technology, especially Word, Excel, PowerPoint, and other graphic presentation software. Ability to establish and maintain effective working relationships. Ability to work successfully in a collective bargaining environment. Ability to maintain an appearance appropriate for the assigned duties and responsibilities as determined by management.
