The Town of Falmouth seeks an experienced professional to serve as our next Director of Assessing. The successful candidate is a detail-oriented, analytical, and objective Assessor. The ideal candidate has excellent communication, customer service, and problem-solving skills, and an interest in developing the Assessing team and fostering collaboration with other Town divisions and departments. This is a full-time, exempt position that generally works Monday through Friday, from 8 a.m. to 4:30 p.m., on-site at the Town Hall and in the field. The Town may consider schedule flexibility and/or limited remote work for the right candidate. The Director of Assessing is periodically required to work after hours to attend Town Meeting, Finance Committee, or other meetings or during periods of high volume.

Under the administrative direction of the Finance Director, the Director of Assessing directs and manages the operations and personnel of the Finance Department’s busy Assessing Division, which handles approximately 24,500 real parcels, 6,000 personal, 4,000 boat excise, and 40,000 auto excise pieces and consists of five (5) other full-time employees: one (1) Assistant Assessor, two (2) Data Collector/Property Listers, and two (2) Administrative Clerks. The Director of Assessing is responsible for appraising or supervising the appraisal of residential, commercial, industrial, and personal property and inspections of such property as necessary. Other duties include but are not limited to planning, managing, and implementing values for tax recapitulation purposes, obtaining state certification of new values, testifying before the Appellate Tax Board, and assisting the Board of Assessors with reviewing and approving requests for abatements and exemptions of assessments and implementing policies in accordance with state regulations.

Minimum Qualifications: Bachelor’s Degree in business or finance and a minimum of five (5) years of progressively responsible municipal appraisal experience using Computer Assisted Mass Appraisal (CAMA), with a minimum of three (3) years of supervisory experience; or an equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position.

Applicants must have the Massachusetts Accredited Assessor (MAA) certification and a valid Massachusetts driver’s license. Applicants must also have knowledge of Massachusetts General Laws pertaining to the appraisal of real property (MGL C58-61B), property exemptions, excise, and betterments in addition to having knowledge of Appellate Tax Board operations and contemporary techniques of GIS applications. The successful candidate has excellent computer, technology, communication, and interpersonal skills.

Expected Starting Salary Range: The expected starting salary range for this recruitment is Step 1 ($109,948.80/year) to Step 7 ($134,368.00/year), commensurate with qualifications and experience, with room to annually advance along the pay scale to the maximum Step 10 ($148,553.80/year).
